[Rseding91] [0.17.47] Completed techs can be researched if queued

Using AutoResearch, multiple of the same tech were added to the queue. upon coming to a completed tech, it would spend packs as normal

Rseding: I guess that this is about the lua interface allowing to queue a research that is already queued.

kovarex: No, it is not. I don't find it necessary to check that. It is about finishing Research A not removing the rest of Research A from the queue, something which did work for me when I added the lua interface for the queue.
