Perpetum mobile or Magic - Combinators

I found out that all combinators are working well even if there is NO power in network if they were previously conected to power grid with suficient power flow, but then the circut network is acting strangely like it is keeping the last state when it had electricity, so guys tell me if it's a planned feature or a bug ??
