The Level 2 and 3 Modules don't appear inside the 'List of Research' when opening up the Research tab and must be 'walked through' the right side to research. This is repeatable with the Steam version of v1.1.80 and v1.1.85 and is done without any mods or changes to settings (a purely vanilla instance).

How to replicate:
Download latest stable (or experimental v1.1.85) from Factorio.com.
New Game (just click through the settings)
Open up Research Screen
See that Level 2 and 3 Module research is missing from 'List of Research'

Attached is a pic of what I'm referring to.

That's because the module tiers are a multi-level research similar to eg. projectile damage or mining productivity. The search only shows you the next level of the tech that you can research, hiding the levels beyond that. Once you've unlocked the tier 1 module the corresponding tier 2 module will show up, and tier 3 after researching tier 2.
