[2.0.13] some agricultural SP dose not consume

I have just start to use Biolab.
The leftmost Biolab cannot fully consume the agricultural SP and will continue researching forever.

I don't know if this is related to this issue, but I have encountered an issue with SP consumption when playing py.

My bad, my mistake.
I enjoy SA very much.
