Quality in recipes, and many ways how quality is obtained

I would like to have more control over quality, in various areas. In recipes, and how quality is obtained.

In recipes, this is maybe more of a general factorio feature request, allow higher quality components to be used in place of lower quality components.

Give the ability to make recipes with quality requirements in the ingredients and/or results. So a recipe like (2x iron plate (any quality)) -> (legendary gear), or (legendary iron plate) -> (uncommon gear).

Give the ability to make a resource patch that produces resources of a certain quality.

Give the ability to control how upgrading quality works with quality chance. Currently there is a next_probability field for quality, but this works strangely. What I would like to do is if there is 100% chance of quality in a craft, that there is ONLY a 100% chance to +1 the quality. next_probability = 0 doesn't work as this prevents any and all upgrade to the next quality.

Some more examples, 150% would result in 50% +1, 50% +2. 200% would be 100% +2. By extension, also have quality downgrades with negative %.
