[1.1.106] Mods don't sync when continuing hosting from a different computer

Hello,
this is my first bug report, so I'll follow the indicated steps:

What did you do?

I hosted a modded playthrough on my computer, named "Modded", saved it when quitting, and Steam Cloud saved the game's data. I then launched Factorio on my other computer, and after syncing with Steam Cloud, I clicked "Continue: Host: Modded".

What happened?

The game launched without syncing the mods from the Modded playthrough, thus deleting all entities for which the mod wasn't enabled. Luckily, I immediately quitted to avoid an autosave.

What did you expect to happen instead? It might be obvious to you, but do it anyway!

It should have asked me if I wanted to sync the mods, like how it is with solo games.

Does it happen always, once, or sometimes?

Always.

If you can reproduce the issue provide the exact steps!

1. Host a new modded game on Computer A (in my case it was Industrial Revolution 3).
2. Save it and sync it with Steam Cloud.
3. On Computer B, synced with Steam Cloud, open Factorio (it must have different mods than the ones present in the saved game)
4. Click "Continue: Host: {savefile}".
