Low fps on multiplayer games after restarting the game

i found a bug/performance problem of some kind, the first time i open the game after restarting my pc the game works fine, i can enter singleplayer and multiplayer with normal fps, but when i restart the game and enter a multiplayer game my fps gets really low, in the 16~fps range, vanila or with mods, on singleplayer i get 60, the only fix i found so far is to restart my pc and my fps goes back to 60, i'm playing on a local clusterio cluster, so restarting my pc everytime i have to change a mod, or a mod config gets really annoying.
