[RESOLVED] Attachment limit is globaly limited at 3

I don't know if it's intended but the attachment limit looks like it's globally limited at 3 instead of 3 per post?
Is this intended? It's forcing me to host all images/mod files using dropbox. Which, that isn't so bad but then I don't get the download counter for the mod files which I do enjoy seeing.
