I have found that sometimes the inserters don't have enough starting power to fuel itself. It gets so close before it runs out of power.

Use a yellow belt, it should be slow enough for the inserter to pick it up

I checked the base game, there are no new tags on the burner inserter to say how much power it starts with. I have also not added any tags to mine, so it functions as the normal burner inserter would.

I tried repeatedly. Try this test.

1 line yellow belt full both sides of coal, 20 long handed burner inserters.

In my game, I had about 1-3 of them just barely fail at placing the coal into themselves. By just barely i mean that if it went just a quarter of a second more, it would have succeeded.

Well, it has the same running cost. It may be falling short of self fueling because of the longer distance it needs to move the arm.

this can screw up even the base game's burner inserters, and is a very well known issue. I would assume this is not what is happening, because if it was, he probably wouldn't have bothered mentioning it, because of it being such a well known issue with the normal burner inserter.
