My stack inserters always get stuck pulling out ingredients because they're always "Waiting for more items," which can cause bottlenecks. Assemblers that produce more than one output always cause problems with stack inserters.
I propose one small change: stack inserters will prioritize grabbing items they can pull a full stack of, and if they're holding an incomplete stack, they will replace it with items that there are a sufficient amount of.

Use as many stack inserters as outputs or use another type of inserter that fits the use case. Use inserters more intelligently instead of asking for detrimental game changes.

Inserters never replace what's in their hand with something else. I don't think that could be implemented in a good way. What if there's no longer any room in the source to replace the current held items?
