[2.0] add way to automate spidertron without Space Age

TLDR: waterless world vanilla game have very little fish, needs way to make spidertron army

problem:
1. 2.0.7 update reject send space science pack to get fish, both vanilla game and Space Age
2. raw fish not respawn. fish brood recipe is not in vanilla game (it needs Space Age)
3. waterless world vanilla game only have one small water, no way to get more fish

some suggestions:
1. accept send space science pack to get fish, when Space Age is not enabled
2. add alter recipe for spidertron, maybe use space science pack instead of fish
3. add way to brood fish without Space Age
