Could we have a new electric powerplant?
size of the refinery?
eating lots of light oil or heavy oil?
producing tons of nice energy? and bye bye steam engines? ))))

I belive this is already planned but didn't make into 0.9.0.
Don't know when it will be implemented.

for now if you make solid fuel you can almost essentially do this.

Even oil needs steam engines to generate electricity from heat.
Even some solar plants use a steam generator.
Piroelectricity could be used but is so so sooooo uneficient.
Only wind, hydraultic (tidal and rivers) and the ones that directly use mechanical power dont need steam generators.
Even nuclear power uses them!
But a liquid boiler would be cool.

Virtually all modern power plants have a closed cycle of water in them to make the power. Instead of the system of Factorio with one way water flow to go away as steam.

You can do this indirectly: Process your excess oil into solid fuel and use it to power steam engines.

It is a lot of work and requires flow of water. While you could easily use water barrels to supply one time water for closed circuit oil power plant far from water (or require water pipe to chemical plant making the plant).

Or just make the heavy oil into lubrication and boil that with the solid oil made from lite oil, inefficient but it works . P.S. I say to use lubrication, but i don't know whether thats better or not.
