Disabling provider chests with circuit network

To allow red,yellow,green chests to be not only providers of logistic network, but chests/storages.
For example, I want a chest to have a buffer for a inserter to take, and allow drons to take only surplus.
I can load stuff in a steel chest and tune a inserter to transport from a steel chest to a provider chest if a steel chest full enough. But then i have to build TWO outputs for a steel chest - a provider chest and that inserter - and one input. This takes too much space and doesn't allow me to build a row of chests for a train station, for example.
It also opens a lot of opportunities for fine tuning with different signals. I saw some suggestions here to give a player more control over drons(robots), like allow requester chests get stuff only from a specific defined list of providers and etc. I think my suggestion will give players a lot of control but needn't almost nothing to change (robot AI,...), it's easy to insert in the game. Like the very beautiful decision of train limits in a recent patch as the answer for... that problems with same-name stations.
