BP is fine. You or your friends probably change it by yourself. Look at the original :

Get noticed, the gap between two stone islands?
Also position of edge wall on top is different.
Also shape of combinator cobblestone is different.
Also you made mistake and connected the internal only power grid outside.
You could make it a challenge for yourself, to fix it.
OR
Donwload the BP again and Import the book again.
Anyway, you should ask your friend, dont mess with your creations

Hey mate,
I have found, a root-cause of your problem. Probably. You have to update Factorio to at least 2.34 which came up with the new virtual signals. I have used those signals in the input control circuit. Therfore, if your game version is older, you get issues.

Dont mind the concrete, have slapped it down and picked it up a few times with a few different orientations for my water input. The cement is not collected when using the deconstruction planner

the spacing between the decider combinator and the border belts etc are still correct. Base game is also up to date as per steam.

Steam has stable, and experimental branch. I think that new virtual signals are on experimental only.
Could you double check your current version ?
Start the game, look at left upper corner of the screen.

I can confirm blueprint is unusable unless you are using experimental Factorio version. You must wait until next stable release to use this.

The BP would be really perfect if it did not require yellow science items. Nuclear power is available with blue science only but the build has purple and blue chests. Could you do without those? I know they are just illustrative but anyway, make it perfect!

I also suggest one improvement to your description (which is already very concise):
If you want to use the power switch with the SR latch that only connects the plant to the main power grid when needed, you have to avoid any other connection between the inside power poles and substations to the outside grid. This easily happens (and it happened to me) when you place a power pole of your outside network too close to the plant. Big power poles easily connect to the inside substations or medium poles, so they need some distance.
