[boskid][2.0.6] [quality] Infinite loop when hovering over the quality module tooltip.

The following line of code in data stage will cause hovering over a quality module tooltip to hang factorio:

Thanks for the report. Starting from 2.0.7 a cycle of qualities will throw a data stage error.
