[2.0.11] Scroll bar in Map Editor's Entities tool scrolls well past expected stopping point

tl;dr
You can scroll the Map Editor - Tool - Entities scrollbar too far down. At a guess, the scrollbar is counting how many rows all the Entities would take up, instead of including only those in the selected category.

System information
steam, space-age, 2.0.11b79682 expansion win64

Steps to reproduce
  1. Open Factorio: Space Age
  2. Navigate to Map Editor -> New scenario -> Next -> Play
  3. In the Map Editor tools, click the 3rd tool Entities
  4. Choose any subcategory, such as Logistics or Unsorted
  5. Drag the vertical scrollbar all the way to the bottom
Expected behaviour
  1. Entities are always visible no matter how far you scroll
  2. Scrollbar size is different, depending on how many rows of entities are in the category
  3. There are no empty rows of entities
Actual behaviour
  1. The scrollbar size is constant, and too large
  2. You can scroll for a very long time, past the point where you can still see any entities

Thanks for the report, this is not a bug. The window size is constant for all groups and Environment group requires this much space.
