TL;DR + What?
Achievements requiring the DLC show up only after you purchase the DLC.

How?
Although programming is my hobby I am not a game dev, but it seems Steam supports this behaviour.
In a comment on a steam forum(https://steamcommunity.com/discussions/ ... 3885721179) user wuddih explains that you can create a separate AppId, put the DLC and achievements in it, and then you can assign it as the child of the original AppId of Factorio.

Why?
I like earning 100% on games and I think there's others like me. There are certainly people frustrated when a dlc of a game on steam breaks their 100%:

In my opinion the DLC shouldn't stop people from completing the base game of Factorio as it is a standalone game.

I'd like to humbly voice my support for such separation. I have bought Factorio recently and there's a big lack of a "North Star" after launching a rocket. I went to achievements, but DLC achievements are mixed with the base game achievements and I have to look for external sources in order to find out what achievements are still available to me.

It's disappointing that new players have a degraded experience compared to what came before the DLC release.

Hey, I'd like to say that I was unaware of one important feature at the time of my previous reply; there is an in-game list of achievements (trophy button in top right). It's easy to see which achievements have not yet been earned there, you can pin one of them to track progress and it also shows whether you're locked out of earning any achievements in the current playthrough.

Each link directs to the same thing said by just one guy, AFAIK devs were asked this question and said that Steam doesnt support separete achivs for base and DLC and one of responses in those threads says so - there is no info on official Steam guides for thing like this. So it is most likely some hack that someone thought that dont work correctly.

It gets better! This Forum post is now appearing in Search Results for Steam separate dlc achievements; which means that anybody from the Future investigating this topic will find increasingly self-referential information.
