[Lou][2.0.13] Bots place offshore pump on ghost landfill

what happens is when placing a ghost of an offshore pump in the middle of the water, my bots immediately placed the pump even tho the landfill of where the pump was only a ghost and it was named a water well pump until the landfill was placed.
expected behavior was to wait until landfill is not a ghost anymore and then place the offshore pump on the actual landfill.
it happens every time I ghost place the offshore pump but only works if your personal robots go and place the pump itself, me as a player with robots off can't do it.

here is the save (the pump is right next to my character but landfill will be placed by bots soon after loading the save)
