non-bulk means all inserters except the bulk and stack inserters.
Just hover over the icon in the effects section to see the effect, but I believe only a couple of the later capacity bonuses affect non-bulk inserters.
Also, this post definitely doesn't belong in the bug reports forum.

Technologies Inserter capacity 2 and 7, and Transport belt capacity 2 increase the hand size of non-bulk (incl. fast) inserters.
