[2.0.28] Bots taking a long time to start placing landfill on Gleba

I copy pasted some buildings into an area that needed to be landfilled first.
All construction bots stay idle, no landfill is being placed. I have 160k landfill and 16k idle bots. FPS/UPS is at roughly 60.
The blueprint color stays at "idle" (slightly darker blue)
After about 2-3 minutes the bots suddenly, all at once start placing the landfill and the conveyor.
The foundries which I placed a bit later will also be built after a minute long delay and 100% of the bots staying idle.
If I copy the same buildings onto an area that doesn't need landfill it will be placed immediately.
In the save I still have a lot of missing concrete placement orders,.
For testing i then removed all those concrete build orders. That greatly reduced the delay.
Then I also removed the jellynut soil build order, that reduced the delay to a few seconds only.
