Steam launcher gets stuck when attempting to close factorio

I'm not sure if this is a bug with the Steam Client or Factorio itself, but when attemping to close on the latest version it refuses to let me launch it again, causing me to force terminate Steam Client, It's been like this for 30 minutes now, I've sent this to Steam as well

I just recently started having the same issue. Turning cloud saves off didn't help. What did help however was turning off steam overlay for Factorio specifically. I think it's somehow related to some of the newer versions of nvidia drivers, because just months ago I didn't have this problem. What's weird is that it's just Factorio that started having this issue. Other games, no matter what graphics API they use, are fine.

Seems to me that it's either Valve's or Nvidia's fault.
