It doesn't show anything in a mouse-over.

I will admit, my interrupt might be suspect, but that still doesn't explain the non-completion.

That seem not obvious to me from the screenshots, do you have a save game ?

I might be able to find one, changing my interrupts to "Any planet import zero" seems to have helped though.

Edit: For example my aquillo supplying ship is stuck here.

the power grid of your base is cursed at a level rarely seen it was pretty fun to have a look at !

but i think the problem of ship stuck in the save comes from a mistake there is no condition set :

Your interrupt condition is "ANY request zero", which isn't tied to a specific planet but checks all requests. Most items from the second set (Fulgora imports?) are not present on the ship, thus zero, and trigger the interrupt.
