Steps to Reproduce

1. Have a roboport network providing items in large amount
   • Items are provided by both red a.k.a. passive provider and yellow a.k.a. storage chests
   • Passive provider chests are full
   • Storage chests contain a small amount of that item
2. Have a large amount of idle transport robots
3. Request an item that roboport network provides in small amount

Expected:

• "Read logistic network requests" signal missing as the item is oversatisfied

Actual:

• For one or more ticks, the requested item is added to the "read logistic network requests" signal
• It looks that is happening when item is oversupplied from passive provider chests, excess is dumped to the storage chest, and then the request activates in quantities larger than stored in the storage chest

The Problem

This issue can cause overrequesting or overproducing some items even though there are plenty to be used in passive provider chests.
