I was in the editor mode, with "Ignore surface conditions" enabled. Tried to place a lightning rod and got the pictured error.

I'd hoped to be able to place and potentially preview the coverage area inside a planning save.

(Yes, I'm aware that, as a workaround, I can invoke the editor on the Fulgoran surface...)

This can apparently be closed as a duplicate. I'd searched the Bug Reports forum, but apparently it popped up over in modding interface already.
