TLDR: Pictured is a transport belt decompressing all by itself. I also attached a video and a save for it. Note: The second transport belt after the splitter has control behaviour. For the video and screenshot I removed the connection to better observe the belt, but it is present in the save.

Steps to reproduce

• Open attached save

Expected

No gaps, or few gaps, depending on whether my splitter contraption works correctly.

Actual

A gap is inserted between every adjacent pair of science packs, severely limiting throughput.

Thanks for the report however I don't believe we will be doing anything about this per the discussions on Discord.

Belt loops and splitters simply don't work as you're thinking they should when built like this and at this point in Factorio development there is no clear answer for changes to their behavior that doesn't break other things or make belt performance significantly worse in other cases.
