[2.0.66] Inserters not taking turns when removing items from Space Platform Hub

I built ammo production on a space platform (only my second platform ever.)
An inserter places the ammo into the Space Platform Hub. Then two yellow inserters, with their filters set to yellow ammo are supposed to remove the ammo, hand them over to two long-handed inserters, which then place the ammo on separate belt loops.
What I assumed would happen is that the two inserters take turns, first one grabs ammo that becomes available, then the other does. I assume this because I've observed this behavior with other inventories, like boxes or assemblers.
What actually happens is that only the right assembler will take ammo from the hub, unless it is stalled for whatever reason and another piece of ammo becomes available before it can grab it, in which case the left inserter will take it.
If someone wants to look at it ingame, my save-file is attached. View the Transit space platform and you can observe the two inserters on the north side of the hub.
