[2.0.66] Nuclear reactors do not return depleted fuel cells when deconstructed

To reproduce: build a nuclear reactor, insert a fuel cell into it, and then deconstruct it before it is fully consumed.
Expected: A depleted uranium fuel cell is collected along with the reactor.
Actual: Only the reactor was collected, whether deconstructed by hand or with construction robots.

Only really a problem for making quality fuel, but it can be really annoying in mods like Ultracube where the output items are extremely valuable.
