Downgrading or upgrading blueprints disconnects the underground belts

I have a 3x3 Blue belt balancer https://imgur.com/a/factorio-belt-balan ... er-aW9Sxfa in the Before image. When I apply a downgrade to Red Belts seen in the After image, the 2 underground belts at the top disconnect. This is reproducible, and this behavior is being applied to all of the blue prints in my belt balancer book. Not only does this happen when downgrading the blueprint, it also happens when upgrading the blueprint from blue belts to Green belts.
Actions taken for reproducibility: Open blueprint --> Create Copy of this Blueprint --> Right click on copy --> Upgrade items and entities in blueprint --> Select default upgrade --> left click OR right click both display this behavior.
This has been tested with both vanilla Space Age (Base 2.0 + Space Age + Elevated Trains + Quality) AND with mods. This behavior and reproducibility is consistent across all testing so far.
