[2.0.69] Asteroid collector arms moving slow

This is the first time I've been in my ship since the last update. So when i went to Fulgora, around half way there i noticed the arms started moving in slow motion about 10% of the time. By the time i arrived at Fulgora it was happening about 99% of the time, which is the way it is now every time i start the game.

I also have a separate save on Nauvis just before i went to Fulgora if that would help.

Your Platform is running low on Electric energy because Fulgora has a lower
Solar power in space statistic than Nauvis.
