Blueprint import not working in Freeplay (Steam version, no mods)

Hello,

I'm experiencing a persistent issue with blueprint import in Factorio. The "Import string" button is missing from the blueprint library, and pressing Ctrl+V does nothing. Here's my setup and what I've already tried:

**System and Game Info:**
- Factorio version: [insert your version, e.g. 1.1.101]
- Platform: Steam (Windows 11)
- Game mode: Freeplay
- Mods: None
- Language: Tried both English and Russian
- Interface scale: Tested multiple values
- Resolution: 1920x1080 (also tested windowed mode)

**What works:**
- I can create and save blueprints manually.
- I can open the blueprint library with "B".
- I can paste text into the in-game chat (Ctrl+V works there).
- I verified that the blueprint string is valid (starts with 0e... and works for others).

**What I’ve tried (none of which helped):**
- Reinstalled the game completely (including deleting AppData\Roaming\Factorio)
- Verified game files via Steam
- Edited `config-current.ini` to include:
[other] enable-blueprint-library=true
- Reset all controls and interface settings
- Created a new player profile
- Tried importing in both new and existing Freeplay saves

**Still not working:**
- No "Import string" button in the blueprint library
- Ctrl+V does nothing when the library is open

This issue persists across reinstalls and profiles. I suspect something is blocking the import interface or the blueprint library is partially broken.

Please advise on how to resolve this or what logs/configs I can provide to help debug.

It's in the shortcut bar, bottom row third column.
