Bug:

If you use iron in your inventory, the amount of green packs you make does not go down. So if you build something else and run out of iron, you still can make green research packs.

EDIT: not sure wether it's a feature: Does it use parts from the recipe that are already being made? If so it isn't a bug, but it is annoying.

It does that, and it's always done that. If you try to make something and you have the ingredients, it will make it from the ingredients directly. Otherwise, if you have the ingredients for the ingredients, it will make the ingredients, etc. (it goes as deep as it needs to, usually all the way to iron/copper/steel plates)
