Had the same problem reported but devs are more like "we don't have time for fixing this, just generate another world"
ended up in the not a bug section already (since being stuck on islands must be a feature)

this is very not critical situation, cuz this is happens on world start, not at the center of the game(where you have teleported to island cuz a bug).

Priority of situation is lowest.
(But interesting, can be generator tweaked to use less water for starting area?)

It is work. and lot of question would be opened.
Can also biters walk on that water? If so the player would have to build there etc ...

I had islands, unreachable with lots of biters and worms on it :) Had to kill them via console :)

It seems to be just high enough :P
