You create a new fluid named "Lithia Water" and a reciept for it.

Or just like, browse the forum. It's been asked a lot.
Answer: Place a pumpjack or water pumpjack on a lithia water patch.
They're blue versions of oil patches, though, check the type, there's more than one type of water.
