Combinators .. first hassle :-)

Hi, I'm now starting to try to control my factory using combinators. For the first easy example, I would like to count the number of items in a box and activate an inserter if there is something in the box. Therefore I created a test setup, see below. From my basic understanding, the inserter should enable, as he receives a count of "green electronic> 1" (the info box on the left side shows that the decider combinator is issuing a sginakl og "green electronic = 124". SO now why isn't the inserter enabled?
I know that this is not really a useful example, but in order to learn I need to start out easy ..
Most of the topics I found in here are too advanced by far for my zero knowledge
Any help is geratly appreciated!

It's a useless inserter. Move the belt closer if you want it to pick something up.

also the combinator really isn't doing much. it's just outputting the input signal.
you could set the combinator to output a value of 1 and have the arm to activate when it is = 1.
or change the output to a signal to some other item or a letter.
a very good video on how to make a two state switch
here
really helped me get a grasp on how to use both types of combinators. also the use of red and green wires.
after the build @ 7:00 he explains how/why it works.
i challange you to make a fast inserter turn on, start emptying a crate when a crate has more than 99, but turn off if it has less than 40.
feed the crate with a standard inserter. with the above video you should be able to figure it out how to do that.

lol I was so concentrated on Setting up the combinators that this Detail really skipped my Attention ..
