[0.15.18] Auto-launching silo doesn't stop at 2.0k inventory

  1. Set the rocket silo to auto-launch.
  2. Allow silo inventory to reach 2.0k science packs without removing them.
  3. Observe that the rocket continues to launch and science packs are not provided.
Expected result:
Rocket will not continue to auto-launch if the silo's inventory is >=1,001, similarly to how mining drills, furnaces, assembly machines, etc, stop when their output buffer is full.

Actual result:
Rocket will auto-launch as long as possible, wasting resources and not providing an additional 1,000 science packs.
