I tried removing filter behavior to limit it to a specific permission group, but that didn't seem to work. As last_user wasn't updating in 15.23, I tried turning off the permission to prevent griefing but that didn't help.

To recreate:
Change the player's permission group "set filter" permission to false.
Drop a filter inserter.
Open the filter inserter gui.
Case A:
Click a filter slot.
Change the filter inserter's filters by selecting an item.
Case B:
Pick up an item and click that item onto the filter slot.
Case C:
Copy an existing filter inserter and paste onto another filter inserter (This is blocked, behaves as expected)

Expected behavior:
Attempting to change the filter inserter filters (either via clicking a slot or dropping an item on the slot) fails, like in case C.

I tested these in 15.24

Thanks for the report however set filter is inventory filters. Inserters use Select Item to select item filters in the inserter.
