Inserters won't load train when out of fuel and in auto mode

Not sure if this is new in .16. I have seen it in 16.0 and newer. I have a feeling I just never tried it in older releases.
If a train is out of fuel and also in auto-mode, inserters won't load anything (including fuel) into it. Easy to hit when placing new trains if you place the train but don't have fuel chests placed yet. I also had it happen once when a train rolled into a station while out of fuel. Coasting a train into station with absolutely zero fuel has to be pretty rare though.
Steps to reproduce:
1. Place a locomotive on tracks.
2. Set a schedule, any at all will do.
3. Put the train into auto-mode. (it won't go anywhere, it doesn't have fuel yet)
4. Place a chest with some fuel (any kind), and an inserter. (Bug) The inserter won't activate to put fuel into the locomotive. Cargo wagons won't load either.
Workaround: toggle the train into manual mode, the inserters will wake up and do their job.
