16.12 not getting deliveries

i have a buffer chest with miners i want the robots to deliver to me, but even though the buffer chest has 200 miners in it, the robots will not deliver them,
i know that science is eating all my other miners, and i have a iron plate problem,
but if i have items in my buffer chest, why are they not delivered to me?
i have rebuilt the chests, removed them and placed a passive provider, and the robots abruptly take all of them but give me none.
i see another post that has something similar and was already fixed for next version

also when i attempted to upload the save i got an error from firefox, passing it along i can move it if needed
