Not so much help as advice, I simply want to know what the best ways of making graphics from multiple angles, such as for the train or car, as I do not know how to get the angles and proportions right just using Photoshop.
Any suggestions are very welcome!

The best advice I could give here would probably be to learn how to use a 3D modeling program like Blender (I believe the base sprites are made from Blender models), there's a short guide for making sprite sheets with Blender here, as for modeling your object a few youtube channels with Blender videos can be found here, though I'm sure there are more. Unfortunately 3D modeling (or even 2D...) isn't something I've much experience so I won't be able to really answer specific questions.

Other than 3D look for general tutorials on (digital) art about perspective and proportions?

I have Blender already, but the stupendously complex UI has always foiled me, but it seems like I must finally get to grips with it.
Thanks,
