[16.36] Cannot mine nor deconstruct some laser turrets

Some laser turrets cannot be mined and are ignored by the deconstruction planer. They seem to still function as a turret (at least the internal battery and the no power icon).
The attached save is from when I first noticed the bug, some releases ago (on march 21), but I copied it to the saves folder and the bug persists. A newer version of that factory is my current game. Same turrets still stuck to the ground, but otherwise have no problems.
I have no mods installed and this is a single player game.
I also have 3 auto saves from a few minutes before, not sure if that would help.
