"What did you do?" - Downloaded the new update and made a new game
"What happened?" - Noticed how all the Youtubers, Xterminator, KathrineofSky(shoutout btw) had cool stuff in their toolbar that i didn't
"What did you expect to happen instead?" - I expected to have the new toolbar add on's.
"Write down the steps to reproduce the bug if you know them." - ok... 1. start game 2. notice toolbar is weak, missing the cool stuff and I cant add them
"Does it happen always, once, or sometimes?" - Happens in every game.

thought there would be one already but couldn't find it, also that post says its supposed to be after you research bots but Xterminator made a video of him starting over for 0.17 and he had that bar from the beginning. same with Kathrine of Sky

Not after you research it, but after you have the research for it. It is entirely possible that they previously loaded a save from 0.16 that had all appropriate research completed in order to perform basic testing of the new version.
