This is more of an unintended feature.

As you know, an offshore pump pumps water to it’s destination, it being a pipe or whatever. The offshore pump can only be placed next to water. But after the pump is placed, the water can be covered with landfill and the pump will continue pumping water. I’m assuming this happens because the pump doesn’t rely on the water tile. I report this because I don’t think this was intended and I also think it should work this way. It is convenient though.

This is an old easter egg. If you hover over the pump you will see that it has become a different entity.
