0.17 Copy/upgrade/blueprint toolbar not working

I have searched the internet far and wide, and can't find that anyone else has this issue.
In 0.17, the new toolbar with all the cool new copy features is all greyed out. Only "alt-mode" is available. The others I can't click on.
I have no mods installed. I even reinstalled the game. I can't find any settings that might affect this.
