Long Inserter only pulls from one side of a belt off a slitter

Attached is a screen shot of the issue. The long inserter seems to have weird behavior. It only pulls from one side (the copper plates) and does not touch the other side (iron plates). Factorio version 01.16.51

That is working correctly.

It's just grabbing whatever is "closer".
