Steam Engines acting strangely

I have an issue in a vanilla map im working on. Currently I have five nuclear setups, which should generate 1.4GW of power each. However, I am only getting 4.9GW from them, as some of the turbines aren't running when they should. Due to this, my base is now suddenly under powered.
The attached image demonstrates the issue. Look at the turbines on the right hand side of the layout (ignore the left hand side, i was missing a heat pipe there, which I have placed since taking the screenshot). As you can see, only some of the turbines are running, when all of them should be. From what I can see there are no missing pipes. I find it particularly odd that all of the steam engines furthest from the boilers are running, but many of the ones in between are not.
Any help would be much appreciated.
EDIT: I should add, this blueprint worked fine in 0.16, so I am assuming its a change that came in 0.17 that is causing it?
EDIT 2: This only seems to happen when I start running close to the maximum power output. Now that I have placed down another nuclear array, they are all running again:
