Couldn't establish network communication with server

Whenever I try to connect to my friend hosting the server, I get an error message "couldn't establish network communication with server".
When I try to host then I get an error message saying "Failed to determine external IP adress." and friends cant join. Other people can join his server just fine. I can join the server when I have a VPN turned on. I have windows firewall and my router firewall turned off, no idea what to do.
