[0.17.50] cannot rotate blueprint with rail and underground pipes

very simple, get the blueprint and hover over ground. rotate direction four times and check the blueprint over ground every direction. in two directions blueprint elements conflict while in other two directions it is fine and buildable.
no mods needed, only rail and underground pipe is necessary. same behavior in vanilla (have not checked if it is same in 0.16)

I have not checked fully but if you put pipes one slot far or closer to straight rail section everything works fine. I saw that only in that position game complains about this.

I would expect a consistent behavior about constructing the blueprint. allow in all directions or disallow in all directions. game only allows in %50 directions and interestingly it is not 180 degree direction.
