It was told, that the new version contains a new scenario pack.
However, I can't find it anywhere.

Please, help.

Scenario pack is available as a separate download on the webpage when logged in: http://www.factorio.com/settings. However without the pump the scenario pack is pretty much useless. Once we make the fix release (today or tomorrow) for the bugs found in 0.4.0 we will announce the pack on the blog.

Actually, I see nothing there.
Is that due to my membership type "Transport Belt Repair Man"?

Yes, the scenario pack is only available to membership Furnace Attendant and higher. With the last webpage upgrade we have added the possibility to upgrade memberships as well. Again this will be announced once the fix release is made available (and the scenario pack is playable with the fixed pump).

Please, could you post a link, where I can upgrade the account.
In my settings I see the upgrade button, however it demands a key.

The upgrade is made directly at the preorder page when you are logged in. You can get the new membership for the price difference of the new and your current membership.
