Trying to use the deconstruction planner on colored refined concrete does not allow it to be set to deconstruction, and you can't mine it by hand either. However, you can use a blueprint to replace it with other tiles.

In vanilla, colored concrete is not accessible outside of map editor. In that sense, it is same as grass - it is not configured to be buildable or removable.
