Trouble getting lithia water to spawn

I've got a game of Bob's mods (plus many, many others), but for some reason Lithia Water isn't showing up as a possible spawnable resource. In the game setup where I set ore frequency & richness, Lithia Water just doesn't show up there. It also hasn't spawned at all on the map. Is there a toggle that I'm missing, or that I errantly set wrong? Has anyone had a similar problem?

Lithia Water is actually under "Ground water" on the resources list on map creation. It creates both types of water.
Ground water is a slightly greenish bright blue, where Lithia water is less saturated.
My latest in development version of the mod, I changed more than half the map colours for the resources to more easilly tell them apart.
